ofiber.cylinder_step.V_d2bV_by_V(V, ell)

Calculate V*d^2(bV)/dV^2 for mode ell of a step-index fiber.

This value is needed to determine the waveguide dispersion. This routine is a convenience function that works when V is an array.

Returns:
